Abstract
This study examines how differences in policy design and program administration influence food assistance access and potential food insecurity outcomes across Northern New England (Maine, New Hampshire, and Vermont) and the Canadian Maritime provinces (New Brunswick, Nova Scotia, and Prince Edward Island). Using a mixed methods comparative design, the analysis integrates 2023 administrative data with qualitative insights from semi-structured interviews with program administrators. Key indicators include program participation, household composition, benefit structure, and eligibility thresholds. Results indicate that SNAP participation varies widely across U.S. states and is associated with differences in average income levels, while Canadian provinces demonstrate more consistent participation patterns. Eligibility thresholds in the United States are lower than Canadian Market Basket Measure benchmarks across all household sizes, reflecting a more restrictive definition of need. Benefit structures also differ, with SNAP providing restricted food assistance and Canadian programs offering broader income support. Overall, findings suggest that policy design and administrative context shape program reach and potential food security outcomes. The study contributes to comparative policy research by highlighting how differences in eligibility and benefit structure influence access to assistance across similar regional contexts. Additionally, differences between U.S. and Canada data measures present limitations for direct one-to-one comparison and require careful interpretation when assessing program scale, participation, and adequacy across jurisdictions.
