Abstract
On September 27, 1996, riding a high tide on a clear morning in calm weather, the oil tanker Julie N struck an abutment while attempting to "thread the needle" through a narrow drawbridge at Portland, Maine. The impact ripped open two tanks containing millions of gallons of light heating fuel and heavy boiler fuel.
To learn the important lessons offered by this unfortunate pollution incident, this study: (1)documented and evaluated the manner in which organizations responded to the spill; (2)tracked their decision-making processes during the response; (3) compared the actual response with actions prescribed in various federal and state contingency and cleanup plans; and (4) analyzed this information to generate recommendations designed to strengthen oil spill prevention and improve cleanup response capabilities.
