In an attempt to encourage the development of comprehensive, easy to understand information about the state's housing and community development needs, the U.S. Department of Housing and Urban Development (HUD) has consolidated the program submission and reporting requirements for the Emergency Shelter Grant (ESG), Community Development Block Grant (CDBG), Housing Opportunities for Persons with AIDS (HOPWA), and federal HOME Investment Partnershi.ps (Fed-HOME) formula programs. This State of Maine Housing and Community Development Plan (Consolidated Plan) is the first effort to comply with the updated regulations.
