Abstract
Recent reviews of Maine’s Special Education funding system have provided detailed analysis and feedback about areas of the model that no longer appear to be operating as intended. This analysis follows from those prior reports and recommendations, and provides a big-picture look at special education spending patterns with a goal of informing revisions to the model. The report also includes an updated analysis of the “Maintenance of Effort” step in the current model to review its impact on equitable distribution of funding.
