Abstract
The 2016 review of the Special Education component of the EPS funding formula raised concerns about several aspects of the model, particularly: 1) inequities arising over time as the result of the “maintenance of effort” provision; 2) questionable accuracy of the high-cost indistrict funding mechanism; and 3) questions about the funding approach of a reduced student weight for “high prevalence” districts with substantially more than 15% special education students. The prior report recommended investigation of alternative funding models to replace the system with more descriptive tiers of students that are distinguished by the intensity of their needs. This prior work set the stage for the current analysis.
