Abstract
Professional Development is an Essential Programs and Services (EPS) component in the category of Specialized Services. The EPS Committee of the Maine State Board of Education established that “sustained professional development is key to helping staff acquire and maintain the new skills and knowledge necessary for continually improving curriculum, instruction and assessment practices” (SBOE, 1998). The EPS Committee also asserted that some professional development should be implemented at the district level and therefore be funded within the EPS model, while other programs may be more effective at the state or regional level and should be funded outside of the EPS model. The EPS Professional Development allocation in FY2023 was $69 per pupil, as the result of annual increases for inflation from the initial amount of $50 per student.
