Abstract
Since its implementation in 2005 the Essential Programs and Services (EPS) funding model has included additional resources for students in the early elementary grades. This was initially funded as an additional student weight of 0.10 for students in grades Kindergarten through 2. As districts increasingly added public preschool programs, the weight was expanded to include those younger students. The supplemental funds allocated to early elementary students (grades pK-2) through the 0.10 student weight are targeted, meaning that districts are required to spend at least that amount on early elementary instruction. Districts must submit “an appropriate plan describing how the additional resources will be used to enhance [p]K-2 programming” in order to receive the allocation.
