"The essential Programs and Services (EPS) funding formula was first established and codified into law in 2005, before publicly-funded Charter Schools existed in Maine. In legislating the EPS formula, the Maine Legislature also established a three-year review of each of the various components of the EPS funding model. While charter schools are not a specific sub-component of the EPS model, they are publicly funded through a modified application of the formula. Thus, in 2016, Charter Schools were added as a new topic for analysis in the ongoing review cycle. This report is the third cyclical review.
