Abstract
The Essential Programs and Services (EPS) cost model has several components through which rural or small education organizations have proportionally higher allocations compared to larger or urban organizations, acknowledging either higher costs or lower opportunity for economies of scale. Small organizations or programs may lack economies of scale due to factors not within the control of the unit. These include regular education (small geographically-isolated schools and island schools), special education (small enrollment), and transportation (density/sparsity and island schools). In contrast, the Career and Technical Education (CTE) component has no small or rural program adjustment.
