Abstract
The goal of educational policy is to improve the teaching and learning process within public schools. The qualitative study was designed to add depth of understanding to the process of educational policy implementation . The study focused on the classroom implementation of three policy initiatives impacting public schools in Maine: Teacher Evaluation System (TES), Response to Intervention (RtI), and Proficiency Based Education (PBE).
