This third phase of the study examines the policies and practices in a sample of seven case study public school districts in Maine. These districts represent a range of demographics and varied progress towards implementation of a proficiency-based diploma system. Districts from urban, suburban and rural communities, as identified by the National Center for Education Statistics (NCES), were included.
